The Payless Rewards birthday offer no longer exists. Payless ShoeSource filed for Chapter 11 bankruptcy in February 2019 - its second filing in two years - and closed the last of its North American stores in June 2019. The loyalty program went with the stores.

The Payless name was relaunched afterward as an online storefront. It does not run a rewards or birthday program today, so there is nothing to sign up for.

What Payless Used to Offer

Payless Rewards was a free loyalty program that sent members periodic percent-off coupons along with a birthday offer during their birthday month. The exact birthday reward varied by year and by promotion, and the program's terms are no longer published anywhere.
